AN OVERVIEW
Rishi Bankim Chandra Evening College (RBCEC), Naihati, North 24 Parganas, West Bengal, was established in 1947. It is renamed as Evening Section of the erstwhile Rishi Bankim Chandra College, named after the Great Literateur Rishi Bankim Chandra Chattopadhyay. The college was shifted to this present location at Kantalpara on the eastern side of the track the next year June, 1948, when the day section of the college started.
The College Library of the Rishi Bankim Chandra
Evening College named as ‘RISHI BANKIM LIBRARY’ is now located in 2nd floor
of the new building ‘B-Block’. Rishi Bankim Library (RBL) has been running
since the inception of the college itself on 1947. The library began its
journey with the help of very small number of books of only commerce faculty.
Now all streams such as Art & Humanities, Commerce & Management and
Science with UG and PG (M.Com.only) are taught in this college. The RBL is
computerized (Automated) through the Integrated Library Management software
KOHA (Customized) with around 17,000 printed books. Library services are provided
to students, faculties, co-staffs of the college and other members (outsiders) who
satisfy required terms and conditions.
LIBRARY HOURS
The Library and the Reading Room are open from 3.30 PM to 9.00 PM on all days except on 2nd and 4th Saturdays, Sundays and Institutional holidays.
TECHNICAL PROCESSING
All the books procured in the Library are being classified with the help of Dewey Decimal Classification (DDC) scheme by the Librarians to organize the books subject wise on the shelf in proper order for easy and timely access. After classification books are catalogued according to AACR2R and OPACs (Online Public Access Catalogue) are generated using KOHA Library Management Software. The Manual catalogue and Online Catalogue both are available for browsing and searching during Library Hours within the Library. The Web-OPAC is available for browsing and searching using IP Address.
MEMBERSHIP
All Under
Graduate and Post Graduate students, non-teaching staffs, all types of
faculties and administrative staffs of the College are eligible for library
membership. Outside persons including ex-students may also be admitted on the
basis of written application with proper documents to use the Library for
reading and reference purposes at the discretion of the Librarians Outside
Members.
ACCESS TO VISITOR
Visitors may visit the Library during Library Hours (3.30 PM to 9.00 PM) on all Working Days. Outside students or research scholars may use the Library on the basis of written request with prior permission and proper documents.
MISSION OF THE LIBRARY
The mission of Rishi Bankim Library is to provide and manage information resources to support teaching and learning process at the college and the informational needs of the library members.
OBJECTIVES
The mission of the library is accomplished through the following objectives:
• To evaluate, acquire, organize,
preserve and provide information resources that adequately support the
curricula of the college, the information needs of library community
• To develop and maintain facilities
that are conducive to study, research and reflection
• To provide appropriate and timely
access to the library’s resources
• To foster productive relationships
with internal and external members that promote and enhance the library’s
resources and services
1. ACQUISITION SECTION
The acquisition section is responsible for Book selection, order,
receiving of books and accessioning after checking according to order. After
accession work of book, it is ready for next step of processing i.e.,
classification and cataloguing.
2 BACK VOLUME JOURNAL SECTION
After a particular duration and lack of space of periodical section
back volumes of the periodicals are shifted to the Back Volume Journal Section
in an organized way. Users can also access the resources of this section.
3 BAG DEPOSIT CORNER (PROPERTY
COUNTER)
Library users are requested to deposit their bags / belongings here
at the time of enter inside the library. Personal printed reading materials
including Xerox copy are not allowed inside the library. Bag should be
collected at the time of exit the library. Valuable things should not contain
in the bag during library use.
4 BANKIM GALLERY
The special attraction of our Rishi Bankim Library or Central
Library is Bankim Gallery which displays the collection of Photos of Bankim
Chandra Chattopadhyay and his family members, museum objects and documents
(including ‘Bangadarshan’ journal) collection on and by Bankim Chandra
Chattopadhyay. Here also have a large number of book collections on and by
Bankim Chandra Chattopadhyay.
5 BOOK BANK
Below Poverty Line (BPL) Card Holder, Schedule Caste (SC), Schedule
Tribe (ST), Other Backward Classes (OBC); and needy, deserving and economically
weaker students can avail Book Bank Facility. Students are asked to contact
with Librarians.
6 CAREER GUIDANCE SECTION (Resource
Cell for Competitive Examinations)
In this section, there is a collection of Books on TOEFL, GRE,
GMAT, CAT, MAT, UGC-NET/JRF/SLET, Banking, Insurance, PSC, Rail, CSSC (School
Service), SSC, WBCS, books on General Studies, General Arithmetic, General
English, Verbal & Non-verbal Reasoning, General Knowledge, Current Affairs
for different all India competitive examinations. The Section has been
functioning from January 2005. However considering the need and importance all
out effort is being made to enrich the collection of this Section.
7 CATALOGUING SECTION
This section is act as bridge section between Acquisition and
Lending section. In this section classify the procured books and catalogued
according to AACR2R and OPACs (Online Public Access Catalogue) are generated
using KOHA Library Management Software. After these steps of processing, books
are send to book shelves and ready for issue. The Manual catalogue and Online
Catalogue both are available for browsing and searching during Library Hours
within the Library. The Web-OPAC will be available using IP Address for
browsing and searching.
8 COLLECTIONS OF RABINDRANATH
TAGORE
Rishi Bankim Library has a good and valuable collection on
Rabindranath Tagore (Thakur). This collection contains important books written
by Rabindranath Tagore (including “Rabindra Rachanabali”) and books on
Rabindranath Tagore written by different authors. Any library user can access
this valuable collection.
9 CURRENT ARRIVALS SECTION
In this section some important or valuable new books which are
currently subscribed by the library are displayed for attraction of users or to
notify users about current books. Books of this section are also available for
access by the library users.
10 E-RESOURCE CENTRE
Our E-Resource Centre consists of 10 PCs with internet connection
using WiFi network and all of them are connected with LAN. Through this
E-resource Centre users can access e-resources (both subscribed and free),
Web-OPAC of the library using IP address, Web-OPAC of others library throughout
world, other open access resources, etc. Our Central Library is a member of
N-LIST (National Library and Information Services Infrastructure for Scholarly
Content) Project of the Govt. of India which is executed by the e-ShodhSindhu
consortium, INFLIBNET Centre through which the registered members of the
library can access and download articles from 6,300 + E-Journals, 1,99,500+ ebooks and 6,00,000
ebooks through NDL.
11 LENDING SECTION
It is the first point of user contact in a library and almost
user’s satisfaction depends on this section enormously. It is popularly known
as circulation section. Library users can borrow the book as well as return the
books through this section. This section also functions as an enquiry centre
about library. Any type of query about library rules created by the users can
try to meet by this section. Without this issuance of library clearance to users
is an important activity of this section.
12 ONLINE CATALOGUE SECTION
(OPAC)
OPAC is an acronym for “On-line Public Access Catalogue”. OPAC is a
systematic record of the holdings of a collection. Its purpose is to enable a
user of the collection to find out the physical location of the information in
the collection. It is an access tool and resource guide to the collection of a
library or libraries which provides bibliographic data in machine-readable
form, facilitates search interactively on computer terminal by a user.
Our library is using KOHA as Library Automation Software. With the help of OPAC module of this software anyone can search document easily by different search options like Author, Title, Editor, Compiler, Translator, Illustrator, Subject, Keyword, Series, Call Number and ISBN.
13 PERIODICAL SECTION
On receipt of recommendation from different academic departments,
selection of periodicals is done on priority basis and orders are placed.
Indian Journals are subscribed directly from publishers and local vendors. All
Journals are displayed in the Display Cabinet. The current issues of Journals
and the bound volumes of back issues of Journals may be issued for consultation
of Library Readers.
14 REFERENCE SECTION
The Reference section of the library contains information-dense
resources. In Reference Section, there is a rich collection of reference books
which includes Dictionaries, Encyclopedias, Yearbooks, Bibliographies,
Gazetteers, Atlases, Handbooks, Guidebooks, etc. The reference shelves are
separate from the other shelves. Current awareness services are provided by
this section to keep up-to-date the users in their interest or subject areas.
Services by this section are:
●Bibliographies or reading lists;
●Display;
●New titles list;
●Current awareness;
● Selective Dissemination of Information;
●Interlibrary loans.
15 REPROGRAPHY SECTION
Reprography is the reproduction of graphics through mechanical or
electrical means, such as photography or xerography. Our central library
provides photocopying services according to its capacity to provide better
services to the library users and ensure that users get better access to
library resources.
17 SYLLABUS AND OLD QUESTIONS
PAPERS SECTION
In this section University syllabuses on different subjects are
available for access by the library users. Without this old question papers of
university examinations are also available for library users.
18 TEACHERS’ STUDY ROOM
A Study cum Research room is available for Teachers with sufficient
airy space and seating capacity in silence environment. Other facilities like
light, fan, purified water and attached refreshment room are also available.
Faculties can read the documents collected from library and can discuss with
their relevant groups on topic of their interest.
19 TEXTBOOK SECTION
This section consists of textbooks on different subjects and manages textbooks in different stacks of the library subject-wise. Our library provides open access facility to the users, so users can go to bookshelves directly and choose the book of their required.

Library has enriched with important valuable books on different subjects / disciplines studied at UG and PG level. Without this there exist special collection on Bankim Chandra Chattopadhyay, Rabindranath Tagore, and General Reference Section. Beyond these collections, Central Library has an up to dated strong collection on Career Guidance. Some of the major subjects on which books are available are as follows:

For this Rishi Bankim Library collected different syllabus oriented books for
relevant students. Students are asked to contact with Librarians along with

Chattopadhyay and his family members, museum objects and documents (including

2.4. Rabindranath Tagore Collection
Rishi Bankim

3. E-RESOURCES
Our Central Library

is executed by the e-ShodhSindhu consortium, INFLIBNET Centre through which the
registered members of the library can access and download articles from
6,300 + E-Journals, 185000+ titles under E-bray,
10800+ ebooks and 6,00,000 ebooks through NDL. Without this our library has a
large collection of CD / DVD on different subjects which can be accessed by the
library users.

COLLECTION
Central Library has a strong collection of printed renowned journals in different languages on different subjects. Presently it subscribes sixteen (16) following printed journals. Beyond these journals there exist several magazines.

MEMBERSHIP
The Library is open to all under
graduate and post graduate current students, to all non-teaching staffs, to all
teaching and administrative staffs of the College. Other persons including
ex-students requesting use of the Library for reading or reference purposes may
be admitted as Outside Members at the discretion of the Librarian. Outside
members may be permitted to borrow only in exceptional circumstances and will
then require making a cautionary deposit which shall be refunded on
satisfactory completion of the membership.
Ø To facilitate the process of extending library membership, the
current students of 1st year B. A. (Hons. & General), B. Sc. (Hons. &
General), B. Com. (Hons. & General) and M. Com. are asked to deposit their
fee collection card to the Library Counter within 3.30 pm to 6.00 pm of any
working day.
Ø Requisition slips for documents are accepted within 6.00 pm and
documents are issued from 7.00 pm for home.

CODES OF CONDUCT
Ø Every member must sign the Entry Register available at the
entrance.
Ø New User should register as member at the counter before borrowing.
Ø Members will not be allowed to avail the library facilities without
valid membership identity card (Library Card).
Ø Membership card is not transferable.
Ø Eatables / bags / personal books / blank CD / photocopies or
journals, etc. will not be allowed inside of the Library.
Ø Users are requested to deposit their bags / belongings (other than
valuables) at the Personal Belongings Counter or Property Corner or Bag Deposit
Counter. The College accepts no responsibility for loss or damage to any
articles so left.
Ø The Reading Room is for the purpose of study and not for discussion
or Chat or not for social gatherings in the library.
Ø Strict silence and discipline must be maintained in the Library.
Ø Disciplinary action will be taken against those breaking the rules.
Ø The Librarian shall from time to time have authority to maintain
good order in the Library and may exclude from it or suspend from its use any
reader who breaks these rules.
Ø Readers should not mark, underline, dog-ear, write, tear pages or
otherwise damage the library documents.
Ø Newspapers, magazines and journals must be read only in the library
on specific tables and should not be taken to any other reading areas.
Ø No library material can be taken out of the library without
permission.
Ø Readers at the time of leaving the Library may be required to show
at the door all books and papers in their possession.
Ø Journals (unbound issues) / Reference Books / Reports will not be
issued from the library.
Ø No borrowing facilities will take place from the Reference Section;
it is available only for reading room.
Ø Books borrowed must be returned on or before the due date.
Ø Users are requested to verify the physical condition of the book(s)
before borrowing otherwise if any damage noticed during responsible will be
rendered to the last borrower.
Ø For late return of books, overdue charges will be collected as per
rules.
Ø Smoking, eating or drinking is strictly forbidden in the Library.
Ø Cell phones MUST be turned OFF in the Library at ALL TIMES.
Ø Please keep clean the library premises.
Ø Keep the environment of study/education.
Ø Suggestions on all aspects, of library services are welcome.
Ø Please co-operate with us for smooth library services.

3.2
Reference Services
Ø Document issued for reading room is to be returned within the day.
Ø Library users are requested to examine the library materials
carefully after their issue immediately and if any mutilation or damage is
found, it is to be brought to the notice of the library staff, otherwise the
reader to whom document was issued last borrower will be held responsible for
mutilation.
Ø Rare and Reference Books, Journals and periodicals are issued daily
during the working hours and are not for home-issue.

LIBRARY CAUTION MONEY
Ø No Library Caution Money will be returned to the student under any
circumstance, unless the following three documents are submitted to the library
counter:
Ø First Admission Pay-In-slip showing deposit of Caution Money,
Ø Fee Collection Card / Fee Book, and
Ø Library Membership Card (if any)
Ø No Library Caution Money will be returned to the student if it’s
not withdrawn within two academic sessions counting from the sessions he / she
ceased to be a student in the particular class.

LIBRARY CLEARANCE CERTIFICATE
Library Clearance Certificate is
issued to all students from the Library on submission of library card (if
issued) or fee collection card at the time of University Form fill-up,
Re-admission and Leave or Transfer from the College. All faculties and staff
members should obtain Library Clearance Certificate before leave / transfer the
College or at the retirement time.
6
COST AND SANCTIONS
6.1 Fines
Document late fine of 50 paisa per
day in first month and Rs.1.00 per day in next successive months, will be
charged for a book retained by a member after 30 days or the due date as
stamped or on the expiry of the period of permitted extension.
6.2
Loss or Damage Material
For lost or damaged Library
Material, user is required to replace this with new material of same title,
same author, same edition or latest edition and of the same publisher. The
damaged material will be handed over to the relevant user. Where the lost items
forms part of a series and cannot be acquired separately, the user may be
liable for the replacing the entire set with purchasing new set.
6.3
Loss of Library Card
If a member loses his / her library
card, the loss should be immediately reported to the Librarian in written form.
Duplicate Library Card will be issued on payment of Rs. 20.00 as token fine.
6.4
Theft and Mutilation
The wilful mutilation or defacement
of library materials, the attempt at, or illegal / unauthorized removal of
library materials, the attempt to obtain library materials or gain access to
library facilities by false pretence or forgery, will be considered a major
offence against the College and any person who commits such an offence may be
reported to the Library Authority along with Principal for disciplinary action
which may result a penalty, suspension or expulsion.
6.5
Suspension of Borrowing Privileges
Non-payment of fines and failure to
comply with other Library rules and regulations may result in suspension of
borrowing privileges.

2. ROLE OF THE LIBRARY SUB-COMMITTEE
Generally, the roles of the
library sub-committee are as follows: 1.
Working as an advisory body and
recommending body to the college authority like G.B. 2.
Making the rules and regulations
of the college library 3.
Supervision of the accounts of
the college library and approval of the financial requirements. 4.
Considering the planning,
organizational procedures, development programmes, administrative measures
and the like 5.
Selection of books, journals and
other library materials. 6.
Consideration of any policy
matter and taking any administrative decision related to library 7.
Recommend to the GB regarding
all matters of the college library particularly financial requirement, future
development programmes and major administrative decisions. |

Q. 1. What is the Library opening hours?
Ans.The Library and the Reading Room are open from 3.30 p.m. to 9.00 p.m. on all days except on 2 nd and 4 th Saturdays, Sundays and Institutional holidays.
Q. 2. How can I become a member of the Library?
Ans.To facilitate the process of extending library membership, the current students of B. A.(Hons. & General), B. Sc. (Hons. & General), B. Com. (Hons. & General) and M. Com. are asked to deposit their fee collection card to the Library Counter within Library Hours of any working day.
Q. 3. Who are eligible for member of the Library?
Ans.All Under Graduate and Post Graduate students, non-teaching staffs, all types of faculties and administrative staffs of the College are eligible for library membership. Outside persons including ex-students may also be admitted on the basis of written application with proper documents to use the Library for reading and reference purposes at the discretion of the Librarian as Outside Members.
Q.4. What shall I do if I lost my Library Membership Card?
Ans.If a member loses his / her library card, the loss should be immediately reported to the Librarian in written form. Duplicate Library Card will be issued on payment of Rs. 20.00 as token fine.
Q. 5. What shall I do if I lost or damage Library Material?
Ans.For lost or damaged Library Material, user is required to replace this with new material of same title, same author, same edition or latest edition and of the same publisher. The damaged material will be handed over to the relevant user. Where the lost items forms part of a series and cannot be acquired separately, the user may be liable for the replacing the entire set with purchasing new set.
Q. 6. When and how I shall collect Library Clearance Certificate?
Ans. Library Clearance Certificate is issued to all students from the Library on submission of library card (if issued) or fee collection card at the time of University Form fill-up, Re- admission and Leave or Transfer from the College. All faculties and staff members should obtain Library Clearance Certificate before leave / transfer the College or at the retirement time.
Q. 7. How can I search my required books?
Ans.Books are arrangedaccording to subject wise or classified order in the stack room. First of all you should search OPAC to obtain Call number of the book and then you will go to the particular subject (Class Number) Almirah. Since the Library has open access facility for all users, so anyone can search his/her required document directly in stack room and collect his/her document.
Q.8. How can I borrow a book for home from the Central Library?
Ans. First of all you will collect your required book from the stack room and then bring it to the Lending section. Here you will have to fill requisition slip with book details as well as membership details and submit to the lending section along with your Membership Card. Library staffs of Lending section will issue your book after checking your membership and book details.
Q. 9. How can I get help from Library staffs?
Ans. Library staffs help you in every steps of your library work. You can get help for searching the OPAC, searching bookshelf or subject almirah, searching books, to fill requisition slip, search E-resources, question paper, syllabus, and help for mailing, and so on.
Q. 10. What type of E-resources can I access?
Ans. Any user can access different types of E-resources like E-boos, E-Journals, Databases, Institutional repository, University Question Papers of previous years, Syllabus, etc.
Q. 11. What type of digital services can I access?
Ans.Any user can access Digital Repository, NLIST of NFLIBNET, access links of different Digital Libraries like National Digital Library of India, E-mail services, WhatsApps services etc.
Q.12. Can I access Xerox service in free?
Ans. Yes, any user can access reprography service like Xerox service in free or without any payment.
Q. 13. Can External user or Ex-student access this Library?
Ans.Outside persons including ex-students may also be admitted on the basis of written application with proper documents to use the Library for reading and reference purposes at the discretion of the Librarian as Outside Members.
Q. 14. Can I search or browse Library catalogue from anywhere and anytime?
Ans. Yes, anyone can search or browse library catalogue from anywhere and anytime through the WebOPAC link: https://rbcec-opac.kohacloud.in/
Q. 15. Is there any career oriented collection?
Ans. Yes, there exists a Career Guidance Section for Competitive Examination. In this section, there is a collection of Books on TOEFL, GRE, GMAT, CAT, MAT, UGC-
NET/JRF/SLET, Banking, Insurance, PSC, Rail, CSSC (School Service), SSC, WBCS, books on General Studies, General Arithmetic, General English, Verbal & Non-verbal Reasoning, General Knowledge, Current Affairs for different all India competitive examinations. The Section has been functioning from January 2005. However, considering the need and importance all-out effort is being made to enrich the collection of this Section.
